Fix for #3012 Manual server shutdown leads to memory leak
...
The issue being that shutdown() // with no args was
not calling ShutdownManager.unregisterDatabase(this)
noting that shutdown(boolean, boolean) did.
This change merges the old shutdownInternal(boolean, boolean)
method into shutdown(boolean, boolean) and simplifies
shutdown() to just call shutdown(boolean, boolean).

...
The avaje-applog-slf4j dependency means this is still using
slf4j-api for implementation. Remove that dependency and
service load the desired implementation.

This also removes the helper partition_init() stored function as it isn't really needed now that postgres has default partition support (since PG11 actually, partition_init predates PG11).

In DDL generation, automatically add the partition column to the DB primary key.
