Remove stale.html to be compatible with newer hugo versions, couldn't
figure out who to quickly update it and it's only used when blogs are
marked stale which we never did.
Also I usually go back and update config to make it work with latest
released coredns - if possible.

This adds all remaining configuration to auto build and deploy
via Netlify. In addition to deploying master it also enables PR
review deploys.
