Refactor DatabasePlatform - rename getters to accessors
...
Although this is public API these getters are not expected to be used
by application code so, I feel comfortable making this change.

DDL - Refactor DDL for Postgres and YugabyteDB to just create a default partition table

Removes the need and use of PostgresPlatform.tablePartitionsExist() and PostgresPlatform.tablePartitionInit() altogether.

#2701 -[DDL] Postgres DDL generation for table partitioning with schema - helper method to add partitions does not work
...
This also removes the helper partition_init() stored function as it isn't really needed now that postgres has default partition support (since PG11 actually, partition_init predates PG11).
