Creates a configmap based on the `content`

Options:

```yaml
configmap:
  somename:
    enabled: true

    # Tells to common library that this contains environment variables.
    # So it wil be checked for duplicates among `env`, `envList`, `fixedEnvs`

    content:

    # Or yaml scalar
    content:
