Mat Byczkowski 7cff30abc6 Update README and CONTRIBUTING 
- readme: removed reference to Glide and mentioned Go modules
- contributing: language tweaks & updated link to CLA
- CI: remove glide dependency, since we don't need it and Go 1.11
  ignores vendored dirs when using `./...` argument to go tools.
